Description The Controller's Office of the County of San Mateo is seeking highly-qualified candidates for the position of Management Analyst in the Property Tax Division. The Management Analyst will provide professional assistance in a wide variety of complex financial and analytical activities relating to property tax functions which includes completing special projects and managing performance and compliance initiatives. This is a Departmental Promotional Only recruitment and is open only to current employees of the Controller's Office with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position. The Property Tax Division The Property Tax Division of the County Controller's Office is responsible for computing property tax rates, distributing property taxes to local taxing agencies, and processing roll corrections. The Division also handles accounting for special districts. The Ideal Candidate will: Possess knowledge of relevant California laws relating to property tax administration, redevelopment, and school financePossess two-to-three years of working experience in County Controller's property tax administrative functionsPossess strong analytical and critical thinking skillsIdentify risks for the division and assist with setting goals and objectives to reducethose risksMaintain a strong relationship with key partners to aid in propertytax administration, including, County Assessor-Clerk-Recorder, Treasurer-Tax Collector, County Counsel, taxing agencies, and the StateAssist with the design of the property taxsystemPossess the ability to examine processes and identify opportunities to streamline and improve themCreate a reputation of aptitude, cooperation, and innovationwithin the organizationPossess excellent written and verbal communication skillsPossess the ability to analyze data and draw logical conclusionsGather, organize, and present financial and technical data in written and verbal formAssist with the preparation and management of the division budgetRead, analyze, interpret, and report on complex technical resources Examples Of Duties Duties will include, but are not limited to the following:Manage the work performed by staff performing former redevelopment agency (RDA) related activities, roll maintenance, excess ERAF, reporting requirements to the State, and special district accounting Work directly with the Countywide Oversight Board of former RDAs as needed, including but not limited to attending board meetings, presenting at board meetings, and working directly with the ChairpersonTrain, motivate, and evaluate assigned staffDirect work activities of assigned staff including prioritizing and coordinating work assignmentsReview work of staff for accuracy and work with staff to correct any deficienciesAddress inquiries from internal and external stakeholdersAssist with compliance with State laws and regulationsEnsure proper accounting of property tax transactions Research complex technical property tax related questions or issues and apply knowledge to design and communicate viable solutionsMonitor, review, and assess implications of changes in laws andregulationsEnsure staff have prepared and/or updated well-documented desk proceduresAssist in developing policies, procedures, and work standardsAttend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in assigned work areasConduct special research projects and financial analyses on property tax related matters, produce findings and recommendations, and prepare related reportsPerform other related duties as assigned NOTE : The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies.Qualifications Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and at least three years professional accounting, financial, or administrative experience in County Controller's property tax functions Knowledge of: Advanced principles and practices of financial administration and resource planning, including public budgeting and reportingAdvanced principles of financial forecasting and financial analysisTheories, principles, and practices of accounting and auditing and their application to governmental accountingGenerally accepted accounting principles and/or auditing standards, including those specifically applicable to government agenciesBasic principles and practices of County-wide operation and its administration and organizationAdvanced principles and practices of management and organizational effectivenessPrinciples of personnel training, supervision, and evaluationRelevant automated fiscal/financial information systems, applications, and terminologiesRelevant Federal, State, and local laws and regulations applicable to assigned area of responsibility, as well as laws and regulations governing the financial operations of public agencies Skills/Ability to: Plan, organize, manage, coordinate, and evaluate the functions and staff of the Property Tax DivisionAnalyze and evaluate complex accounting, and/or financial problems, records, and reportsPrepare clear and concise reportsAnalyze, interpret, apply, and explain related laws and regulationsEstablish and maintain effective working relationships Communicate effectively both verbally and in writingCoordinate activities with other departments, programs, and/or outside agenciesPlan, schedule, and manage large scale projectsPerform complex mathematical and statistical calculations accuratelyPrepare complex and detailed written reports, procedures, and contractsEstablish and maintain effective work relationships with those contacted in the performance of required dutiesApplication/Examination Departmental Promotional Only. This is a Departmental Promotional Only recruitment and is open only to current employees of the Controller's Office with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
